Distribution of tax money between the province, the county and the city

Although you pay your property taxes to the city, the donut chart on the left shows how each dollar you pay in property taxes is allocated. Only 72 cents of each tax dollar stays with the city to fund all services provided, except for water and wastewater, which are directly funded by your water bill.

The remaining 28 cents of every dollar of property taxes is passed on to Grey County and the province. The County of Grey receives 20 cents for its programs and services, and the province of Ontario receives 8 cents for public education.

The city is the most visible level of government in our daily lives, providing essential services such as police, fire and waste management. It is governed by the direction of the council in the form of strategic priorities and approved service levels. The budget provides the financial means to fund these priorities.

Owen Sound’s budget

Providing services to our community is similar to running a business. That business is governed by Council guidelines in the form of strategic priorities and approved service levels. The budget provides the financial resources to fund those priorities and deliver municipal community services.

Like a company, the city must:

Ensure that the way we invest, spend and generate revenue delivers value to our residents
Evaluate how we deliver services and make improvements to processes and practices as needed
Plan for the future by predicting service requirements and associated capital investments

The survey results will be reported with preliminary budget drafts, which will be presented to city commissions in the fall of 2024. This input will help inform ongoing service delivery analysis (through Service Review priorities) and inform future engagement opportunities.
