Two men arrested after extensive search of River Road area

At 4:07 p.m. on July 20, an officer observed a man, Kenneth Raymond Russell (36), who had a warrant for his arrest at Dominoes on Corliss Lane and River Road. Upon contact, he challenged the officer and continued to walk away. His brother, Levi Rowland Russell (34), interfered with the officer’s actions, had his right hand in his pocket and was yelling at the officer. Kenneth continued to walk away and verbally argue and Levi refused orders to stay away from the officer. The officer reached for OC spray and both brothers were affected. However, Levi continued to yell at the officer, diverting his attention from Kenneth. At one point, Levi hid behind a brick wall, threw his backpack on the ground, opened it and began digging through his backpack while threatening the officer. The officer taunted him with a taser and Levi eventually fled. The officer and an assisting officer took Kenneth into custody.

Levi hitched a ride and then hung low in the vehicle he was being transported in. Police conducted a lengthy and extensive search, utilizing both drones and K9s. After over an hour of searching, at approximately 5:35 p.m., Levi came within range of an officer and LCSO K9. He attempted to flee again, but ran into a moving vehicle in the middle of Division Avenue, fell to the ground, and was apprehended by the assisting LCSO K9. He was treated at the scene for the dog bite and transported to a local hospital for evaluation of the bite. He was then booked into jail on the warrant, violation of a restraining order, third-degree escape, interference, and menacing. A machete was found in his backpack.

Kenneth Raymond Russell was charged with second-degree burglary.
